Заявление от 7 марта полномочного представителя ДНР в Трёхсторонней контактной группе в Минске Дениса Пушилина.
“Согласно пункту 6 Комплекса мер по выполнению Минских соглашений, обмен пленными на основе принципа «всех на всех» должен быть завершен самое позднее на пятый день после отвода тяжелого вооружения, то есть
до 7-го марта.
ДНР и ЛНР неоднократно заявляли о том, что готовы выполнить указанный пункт Комплекса мер в полном объёме. Однако украинская сторона, ссылаясь на сложность процессуальной очистки, а где-то и на невозможность что-либо изменить после обвинительного решения суда, удерживает в местах лишения свободы, по самым скромным подсчетам, порядка 3000 лиц, имеющих отношение к событиям на наших территориях.
Таким образом, нас вынуждают к одностороннему выполнению данного пункта. Хотелось бы напомнить о том, что Комплекс мер по выполнению Минских соглашений подписан и украинской стороной, и ОБСЕ, то есть выполняться он должен обеими сторонами под контролем ОБСЕ.
Мы готовы с пониманием отнестись к затруднениям украинской стороны в решении данного вопроса и, со своей стороны, подготовили ряд предложений, реализовав которые, украинская сторона сможет полноценно выполнить
пункты 5 и 6 Комплекса мер. Эти предложения необходимо обсуждать на рабочих группах в рамках Контактной группы, на создании которых мы продолжаем настаивать буквально с первых дней после подписания
Комплекса мер.
Мы призываем обратить на это особое внимание всех участников и гарантов минского процесса и организовать очную встречу Трехсторонней контактной группы, чтобы не сорвать процесс урегулирования и придать конструктивный характер действиям по реализации Комплекса мер по выполнению Минских соглашений”.
Statement of Plenipotentiary Representative of the DPR in the Trilateral Contact group in Minsk Denis Pushilin dated 7th of March.
“In accordance with Paragraph 6 of the Complex of measures on implementation of Minsk Agreements, the exchange of prisoners of war on the basis of the principle of” all for all ” is to be completed no later than the fifth day after the removal of heavy weapons, that is, until the 7th of March.
DPR and LPR have repeatedly stated that they are ready to perform the specified Paragraph of the Complex of measures in full. However, the Ukrainian side, referring to the complexity of procedural treatment, and in some cases and on the inability to change anything after conviction court’s decision, holds in places of confinement, according to conservative estimates, about 3,000 people concerned to events in our territories.
Thus, we are forced to the unilateral implementation of this Paragraph. I’d like to recall that the Complex of measures on implementation of Minsk agreements has been signed both by the Ukrainian side and the OSCE, that is, it is to be carried out by both parties under the supervision of the OSCE.
We are ready to be understanding of the difficulties of the Ukrainian side in this matter and, in return, we have prepared a number of proposals, realizing which the Ukrainian side will be able to perform fully Paragraphs 5 and 6 of the Complex of measures. These proposals should be discussed in the working groups within the Contact Group, on creation of which ones we continue to insist from the very first days after the signing of the Complex of measures.
We make a call to pay special attention on it of all the participants and the guarantors of the Minsk process and organize internal meeting of the Trilateral Contact group so as not to disrupt the settlement process and give constructive character to actions on the implementation the Complex of measures on implementation of Minsk Agreements “.
